No, it's a response to lying hardware as far as I can tell. It's a laptop
whose hardware seems to lie about what +0dB is, it can get rather loud
in windows using the dolby drivers, but on other systems it often renders
sounds so quiet as to be almost inaudible. In Pulse to keep things audible
I generally keep the volume between +7 and +10dB
